Elvis Costello wrote “(The Angels Wanna Wear My) Red Shoes” in about ten minutes on a train to Liverpool, sketching out the whole song in the final minutes of the trip. The music jangles; the words do not. Costello has called it a song of “romantic disappointment,” and the gap between the bright surface and the acid underneath is the point: the trademark of a new-wave sensibility that smiled while it bit. The red shoes themselves are older than the song. They come from Hans Christian Andersen, by way of the 1948 Powell and Pressburger film: enchanted shoes that let the wearer dance with impossible brilliance and then refuse to come off, dancing her until she collapses. It is a useful image for anyone who has ever walked into a large institution determined to fix it.
Most people who enter the national security enterprise do so wearing those shoes. They arrive with conviction and energy and the belief that competence will be rewarded, that urgency is contagious, that the institution will recognize what they see and reward them for showing it. It is, for a while, a kind of romance. And like a great many romances, it curdles. The institution does not want to be saved at the speed the reformer wants to save it. It rewards the performance of devotion over the substance of it. The reformer pushes; the system absorbs the push and returns to shape. The dancing does not stop, and it is exhausting, and most people eventually do one of two things. They leave. Or they stay and quietly stop dancing, drawing a paycheck, managing risk, surviving. Disengagement is the divorce filed without leaving the building.
A smaller group stays, keeps the shoes on, and survives anyway. What separates them is not greater conviction. It is that they have moved, as Costello put it, from being disgusted to being amused, not the cynicism that poses as wisdom, but the hard-won detachment that lets a person keep faith with a flawed institution without being destroyed by the keeping. They have stopped needing it to love them back. And it is this group, still in the room after the romance has cooled into something more durable, who are positioned to do the actual work. The work is not a revolution. It is patience, coalition, timing, and a real feel for how the machine turns.
This is worth saying plainly, because the temptation is to read institutional failure as a story about individuals: a particular leader who would not back the right effort, or would not stay long enough to understand what they were deciding. The leader is not the machine. They are a part inside it, shaped by the same incentives as everyone else, and they behave the way the incentives predict. Commanders rotate through assignments in two or three years, sometimes much sooner; the political and senior executive layer above them turns over on its own restless schedule. They inherit organizations of enormous complexity and are asked to show impact before they have understood what they inherited. The pressure runs toward the visible: the reorganization, the new task force, the initiative that can be reported before the evaluation cycle closes, and away from slow, invisible repair. Someone who declines to fund a slow-burning effort whose payoff arrives years after their departure is not failing the system. They are succeeding at it. That is the problem.
The Invention Trap
The reformer’s frustration is not personal, and it is not really about any one leader. It is the local symptom of a national habit. For decades the United States has approached technological competition as a race to the next breakthrough, a strategic culture that celebrates invention, disruption, and the decisive moment, from the Manhattan Project to stealth to Silicon Valley to today’s bets on artificial intelligence, hypersonics, and quantum computing. The assumption underneath is that if the country keeps inventing first, the military, economic, and geopolitical advantages will follow.
That assumption misreads strategic history. Innovation alone is insufficient, and history is full of states that pioneered ideas they could not operationalize. Strategic success has rarely belonged to the inventor alone. It has belonged to the state capable of building an entire ecosystem around a technology: the doctrine, the industrial base, the trained and educated people, and the institutional plumbing required to field it at scale.
Consider armored warfare. During the 1920s and 1930s, Britain pioneered many of the foundational concepts of mechanized maneuver through theorists like J.F.C. Fuller and B.H. Liddell Hart. Yet the British army declined to implement their ideas at scale, while it was Heinz Guderian and a like-minded minority who absorbed those British writings, fought through their own army’s resistance, and married the theory to an offensive doctrine and the industrial support to produce radio-equipped tanks in formation. The concept was British. The operational system was German. The system won the opening campaigns.
The Second World War makes the same point at industrial scale. The United States did not win because it fielded better weapons at the outset; it won because it out-produced everyone, converting commercial automotive plants into mass-production lines for aircraft, tanks, and ships, and because it trained and educated the people to use them. A breakthrough is only an option, and an option is worthless if the institution cannot exercise it.
The Adversary’s Ecosystem
China is not running the same race. Beijing has moved beyond trying to out-invent the West and focuses instead on the ecosystem that converts a technological advance into sustained national power: manufacturing depth, supply-chain control, a trained workforce, and the deliberate integration of commercial and defense sectors through its strategy of Military-Civil Fusion. Where American attention tends to fixate on the point of invention, Chinese strategy emphasizes absorption, scaling, and integration, a state-directed effort, overseen by Xi Jinping himself, to ensure economic and technological gains translate directly into military capability.
The Chinese model is not a flawless monolith. The state-directed system produces serious capital misallocation. Beijing’s flagship semiconductor vehicle, the “Big Fund,” became the target of a sweeping anti-corruption probe that ensnared its senior leadership, and rigid political culture creates echo chambers in which bad news travels poorly upward. These are real frictions. But the strategically dangerous reality does not require China to be a juggernaut. It only requires China to be good enough at scaling while the United States remains bad at it. That asymmetry is the threat: a B-grade technology fielded at scale will routinely defeat an A-grade technology stranded in a bureaucratic valley of death.
The Bureaucratic Valley of Death
The primary vulnerability of the American national security apparatus is not a shortage of brilliant minds or cutting-edge laboratories. It is the process of scaling. In defense acquisition, the gap is known as the “valley of death,” the chasm where promising prototypes and commercial technologies fail to cross into formal programs of record, killed by multi-year budgeting timelines and bureaucratic risk aversion. Research and development feeds in; rigid Planning, Programming, Budgeting, and Execution (PPBE) cycles and inertia sit in the middle; and only a fraction emerges as fielded capability on the far side.
This is the same story the reformer lives, drawn at the scale of programs instead of careers: the place where energy and good ideas go to die for want of anyone willing to do the unglamorous work of carrying them across. It is a design problem, not an accident. Many American security institutions are still optimized for an earlier era of uncontested industrial dominance rather than one of continuous adaptation, and they reward visible activity over durable change. Leadership rotation compounds it. Real adaptive work is slow and largely invisible, while the system pays out for short-term optics, so doctrine, professional education, and logistics get deferred for whatever can be finished before the next move.
Turning Incoherence into Advantage
If the United States is to prevail in this long competition, it cannot wait for its formal bureaucracies to remake themselves into agile software companies. The state apparatus is built for continuity. But this is the reformer’s own method, raised to the level of grand strategy. The individual who stopped trying to overpower the institution and learned instead to redirect its momentum is doing, alone, what the country has to learn to do at scale: work with a sprawling, redundant, competitive system instead of wishing it were a tidy one. The American edge in the Cold War and the Information Age never came from a central planning committee. It came from a private sector that could run experiments in parallel, fail fast, and let the market sort the winners: the opposite of the single-point-of-failure brittleness built into top-down planning.
This decentralization is the asymmetric asset, and learning to leverage it rather than lament it is the strategic imperative. The defense enterprise must develop low-friction mechanisms to absorb, field, and scale commercial technology at the speed of relevance. Some of that machinery already exists: the Defense Innovation Unit was built explicitly to field commercial technology at commercial speed. But it operates against the grain of a budgeting process designed for a slower world. The deeper fix is structural. The congressionally chartered Commission on PPBE Reform laid out the case in detail: consolidate over-decomposed budget lines, expand the flexibility to move money toward what works, and shift from rigid multi-year cycles toward dynamic resource allocation that matches the pace of modern development. The recommendations exist. The unglamorous work is adoption.
The Soul of Strategy
The long competition is, finally, a test of institutional endurance and cognitive flexibility. Winning a prolonged rivalry does not require an organization to change its identity overnight. It requires building systems that treat adaptation as a baseline expectation rather than an unexpected crisis. The strategist inside a large institution knows the goal is not a spectacular revolution that the bureaucracy promptly crushes. The goal is to build coalitions quietly, preserve institutional memory, and realign incentives so the enormous momentum of the state turns, slowly, toward the world as it now is.
Innovation is a capability. Adaptation is a discipline. If American institutions cannot master the slow, structural work of adapting, the country will end up having invented the future only to watch its rival operationalize it. The reformers who stay, disgusted no longer, only amused, still wearing the shoes, are the ones who decide which of those endings arrives.
